Brazil - Pernambuco Rural Economic Inclusion Project : resettlement policy framework : Marco de reassentamento involuntário (Португальский)

The Pernambuco Rural Economic Inclusion Project of Brazil will promote increased rural productivity of organized rural small-scale producers through their participation in Local Productive Arrangements (LPAs) and by expanding their access to supporting infrastructure. The strategy for sustainable development adopted by the state of Pernambuco includes actions to ensure the economic integration of legal production arrangements, revitalizing traditional activities, investment in infrastructure, identifying new vocations and encouraging entrepreneurship, aiming at the internalization of development.In order to strengthen the productive chains and the performance of family farming, the State has facilitated the structuring of the production integration. The Project-aligned government strategy is part of the action to support family farmers with the following lines of action: strengthening social organizations, internalization of development and economic inclusion, strengthening of local productive arrangements and increased access to water and sanitation. The recently closed World Bank Rural Poverty Reduction Project (RPRP) in Pernambuco successfully implemented an Indigenous Peoples Planning Framework, established a network of collaborating governmental and nongovernmental organizations, and financed fourteen indigenous community demand-driven subprojects that benefited about 5,000 indigenous peoples. The RPRP's Indigenous Peoples Planning Framework was highly participatory and included periodic consultations with indigenous peoples on plan activities and for monitoring and evaluation. If required, all persons regardless of their legal status in relation to land who occupy or use land with residential purposes where subproject activities will cause the need for their physical or economical displacement will be eligible for compensatory actions. The following categories of possible affected persons will not be eligible: 1-Fraudulent documentation of ownership, 2-Responsible for carrying out illegal activities; 3-persons or families who came into the area after the deadline agreed upon in a meeting with the community.
