This teaching manual is destined to be used for financial management training in various municipalities of western Africa. It is the product of a seminar held in Dakar from May to June 1988 organized jointly by the Economic Development Institute (EDI), HABITAT and the IIAP. Without specifying details, the syllabus uses several World Bank urban development projects for supporting information.
