Mozambique - Local Government Reform and Engineering Project (Английский)

The project outcome was satisfactory, conducive to effective governance, and public administration legislatures, from which stems the decentralization program in Mozambique, and, the enactment, and establishment of new municipal governments. Nonetheless, the legislative framework needs to be completed, to build municipal governments' capacity, and thus, expand their authority. The key lessons convey the importance of obtaining the government's commitment at the policy making level, as demonstrated by the success of the project, which overcame performance problems, and political difficulties. Unfortunately, and regardless of success, the design of the project was limited by the choice for an Engineering Credit Instrument - intended for large investment projects - which failed to provide the required flexibility, and, allowed neither learning, nor long-term support, that other instruments do provide nowadays. In turn, the inadequate assessment, and management of project risks, was the consequence of inflexible design, where the risks and uncertainties of decentralization, would have better evolved, by undertaking a fundamental project restructuring. Since difficulties existed due to the inclusion of several components, magnified by the constrained-capacity environment, essential streamlined, management structures should have been considered, in addition to management training.
