Yemen Arab Republic - Local development associations : a new approach to rural development (Английский)

The Local Development Association movement represents a self-reliant and decentralized mechanism for meeting basic rural infrastructure needs. The combination of the Yemeni tradition of initiative and self-help together with the inability of the Central Government to reach the rural areas has contributed to the growth of LDAs. In spite of impressive physical and organizational achievements, major constraints to LDA activities remain. These include: (i) a shortage of skilled manpower; (ii) inability of the authorities to settle disputes; (iii) plan preparation is undertaken with insufficient input from the people; (iv) institutional weakening due to a general tendency to centralize and overbureaucratize; (v) inadequate maintenance of projects; and (vi) lack of staff. The mission recommends the continuation and strengthening of the LDA movement.
