Ratings for the Higher Education Quality Enhancement Project for Bangladesh were as follows: outcome and Bank performance was satisfactory and monitoring and evaluation (M and E) quality was substantial. Some lessons learned included: undertake substantial investment for introducing blended online programs to match with the global trends of higher education. Transparent and rigorous peer review-based screening and selection process for awarding of competitive grants improves legitimacy and sustainability of the process. Ensure capacity building to ensure lasting gains attributable to project. Provide effectiveness and versatility of competitive grant mechanism in supporting autonomous higher education institutes (HEIs), which can make a difference in grant success. Strong project implementation mechanisms needed to assure requisite fiduciary capacity.
