Chile - Quilleco Hydropower Project : environmental assessment (Vol. 4) : Resolucion extenta no. 338 - region del Bio Bio (Испанский)

This environmental assessment looks at the implementation of the Quilleco Hydropower Project, which entails construction works, and operation of the electric energy power plant, where some significant, as well as minor adverse effects on the environment will occur. Specifically, highly significant adverse effects will occur on aquatic life, particularly on the Rio Laja fish habitats, and ecosystem, due to reduced water flows as a result of the river diversion during construction, to be later restituted once electric energy is produced. To this end, the mitigation measure designed is to maintain a minimal water flow to sustain the ecology during periods where the river's affluent flows, do not exceed the station's extractions (estimated at 20 percent of time). Significant effects on hydrological aspects, and the resulting sedimentation/erosion balance are expected, although this aspect is taken into account by maintaining minimal water flows. Two relatively minor impacts have been detected - the positive one being job creation, both during construction, and then during operation - although the negative aspect is water quality, also mitigated by maintaining minimal flows during the summer season. Minor impacts have been identified, such as land habitats, landscape, minor potential erosion, and, increased traffic. Mitigation stipulates the need for re-vegetation practices once construction is over, for terracing installation to minimize erosion, and to ensure traffic safety regulations.
