This study begins by formulating some simple guidelines for the reduction of recurrent government expenditure while minimizing the adverse effects of such a reduction on the growth of output and the welfare of the poor. An attempt is then made to apply these guidelines to the Nigerian case to see how an orderly reduction in recurrent government expenditure could be brought about to contribute to the task of reducing the overall budget deficit.
