Foreign investors attach the highest value to Investment Promotion Agencies (IPA) advocacy services that help improve the business environment. COVID-19 pandemic reinforced the importance of advocacy and of IPAs to deliver a rapid response. However, IPAs still devote the least resources to Advocacy: only five percent of their budgets. This report focuses on the key features of good advocacy services included in the 2021 Awards.
